Smart Shorts is a film competition for Monterey County residents to share their original short film — 1 to 5 minutes in length — shot exclusively on a smart phone or tablet. The program seeks to inspire local filmmakers of all ages to express their creativity and unique point of view on this easily-accessible digital medium. Submissions will be accepted April 15th – July 31st, 2019.  An instructional  workshop will be held this summer, date to be announced. Films will be screened during a two-day event on September 13-14, 2019.


Awards will be given in the following categories:

  • Best Short: $500 first place cash prize
  • Best Director: $250 first place, $125 second place
  • Best Script: $250 first place, $125 second place
  • Best Actress: $250 first place, $125 second place
  • Best Actor: $250 first place, $125 second place
  • Best Ensemble Cast: $250 first place, $125 second place
  • Best Editing: $250 first place, $125 second place
  • Best Cinematography: $250 first place, $125 second place
  • Best Music: $250 first place, $125 second place
  • Executive Director’s Award: certificate of merit
  • People’s Choice Award: certificate of merit

The Rules:

  • The contest is open to all residents of Monterey County and the world, ages 12 and up
  • One film per filmmaker/organization to be submitted through, an online submission platform
  • Films must be shot on a mobile phone or tablet
  • Use of production equipment (lights, dollies, etc.) is permitted
  • Submit .mp4 or .mov files to FilmFreeway in high quality (1080HD) widescreen format
  • All films must be available in high quality for large screen viewing
  • Automatic editing apps are not permitted
  • We cannot accept film’s with third-party music, images, photos or graphics without party’s written permission for reuse.
  • Film length 1-5 minutes including credits
  • All non-English films must have English sub-titles
  • Film may not exceed 10 Gigabytes (GB)
  • The Festival may use images and clips from accepted films for promotional purposes
  • Winning Filmmakers will be notified via email after August 15, 2019
  • Eligible films may only win in one category
